Los tres candidatos que buscan una reforma en el Concejo Municipal de la Villa de Mamaroneck, lograron el triunfo en las últimas elecciones primarias, lo que demuestra que hay más participación de los vecinos y preocupación ante las necesidades de mejores decisiones a favor de la comunidad. Se trata de los candidatos Lou Young, Manny Rawlings y Leilani Yizar-Reid. Young es concejal actualmente, nombrado concejal por el alcalde de Mamaroneck Village, Tom Murphy, en reemplazo de un puesto que quedó vacante ante la renuncia del exconcejal Kelly Wenstrup. Young debe ir a elecciones para un término completo.
“Este triunfo nos ha permitido descubrir que el pueblo ha cambiado y que la gente dentro del Concejo Municipal actual ya no responde a las necesidades de la gente”, dijo Lou Young.
Según explica Young, quien es periodista, la respuesta de los votantes demuestra que hay un problema que no se atiende con eficacia y la gente quiere que se solucionen. “Mis compañeros de fórmula han recibido importantes votos porque la gente quiere nuevos concejales que cumplan con trabajar bien en Mamaroneck”.
Una de las tareas que varios miembros del Concejo Municipal no han cumplido con ejecutar es el Proyecto de Gestión del Riesgo de Inundaciones.
Mamaroneck tiene un área de inundaciones, debido a instalaciones obsoletas a lo largo de los ríos Mamaroneck y Sheldrake, y una combinación de baja capacidad del canal de agua, aberturas de puentes pequeños y un transporte de flujo deficiente en la confluencia de ambos ríos ha contribuido a inundaciones frecuentes y significativas.
El problema central que particularmente afecta a los residentes de las áreas populares de Mamaroneck y el transporte regular en esas áreas, no es nuevo. Hay recurrencia de las inundaciones y los daños sufridos con enormes inundaciones como las de octubre de 1955, junio de 1972, septiembre de 1975, abril de 2007 y septiembre de 2021. En cada uno de estos casos se han producido grandes daños y pérdidas de vida. Los daños por inundaciones en 1972 y 1975 ascendieron a unos $18 millones y $92 millones, respectivamente.
Las familias más afectadas por la problemática de las inundaciones son las que residen en el área de Washingtonville, de alta concentración latina y afroamericana. Según explicó Rwalings, el vecindario es categorizado como de bajos y modernos recursos, por el gobierno federal, “con necesidad de protección de las afecciones de salud y los efectos del impacto ambiental que causan las inundaciones.
Este problema central, no ha sido solucionado no solo por la actual administración y sus concejales, si no por varios alcaldes desde 1972. El público lo sabe y quiere un cambio.
Luego de estudios de diseño e ingeniería de pre-contrucción para reemplazar el puente de Ward Avenue, con la ayuda del gobierno federal, autorizado para construcción en la Sección 1401 de la Ley de Infraestructura Hídrica Estadounidense de 2018 (Ley Pública 115-279), el gobierno ha confirmado que asignara los fondos para remover y construir un nuevo puente en 2024.
Lo nuevo en esta contienda electoral y en las elecciones de noviembre, es la presencia de dos jóvenes de la comunidad, que por primera vez incursionan en la política. Manny Rowlings, es un joven afroamericano que trabaja con la comunidad y los jóvenes y Leilani Yizar-Reid, ha pasado toda su carrera trabajando para fortalecer a la juventud de Mamaroneck. Ambos candidatos apoyan las obras para evitar futuras inundaciones, que es el principal problema de las minorías en Mamaroneck.
“El papel de fideicomisario (concejal) requiere que seas justo y equitativo; y requiere que pueda comunicarse de manera efectiva con tus compañeros miembros de la junta y la comunidad en general”, dijo la candidata a concejal Yizar-Redid. “Creo en mi comunidad y también tengo raíces latinas por el lado de mi madre que es dominicana”, dijo.
Por su parte, Manny Rawlings, quien fue uno de los que visitó puerta a puerta para conseguir las firmas para que los candidatos se registren y queden aptos para participar en las primarias, dijo: “Apuesto por el cambio y estoy preparado para trabajar con mi comunidad”.
Los tres demócratas tuvieron que ir a la corte en mayo para mantener sus nombres en la boleta electoral de la primaria demócrata para concejales de la Villa de Mamaroneck, luego que sus nombres fueras eliminados. Ocurrió cuando el Comité Demócrata de Mamaroneck rechazó las firmas en las peticiones de nominación de los candidatos argumentando fallas técnicas.
Durante las elecciones primarias estos tres candidatos resultaron ganadores y si ahora en las elecciones del 8 de noviembre vuelven a ganar los tres, Yizar-Redid y Manny Rawlings, serían los primeros afroamericanos en convertirse en oficiales electos en la historia de la Villa de Mamaroneck.

For his part, Manny Rawlings, who was one of those who went door to door to get the signatures for the candidates to register and be eligible to participate in the primaries, said: “I am committed to change and I am prepared to work with my community”.
The three Democrats had to go to court in May to keep their names on the ballot in the Democratic primary for Mamaroneck Village councilmembers after their names were removed. It happened when the Mamaroneck Democratic Committee rejected the signatures on the candidates’ nomination petitions citing technical flaws.
During the primary elections these three candidates were winners and if now in the elections on November 8 all three win again, Yizar-Redid and Manny Rawlings, they will be the first African-Americans to become elected officials in the history of the Village of Mamaroneck.
Voter numbers are not available, however, candidate Lou Young reported that turnout was low.
